Pattaya Windsurfing Race November
WATH -Thanks to the hard work of the current Windsurfing Association, who have revived, this organisation, hundreds of new kids have been introduced to windsurfing. The best of these, will get to test themselves this weekend on Jomtien Beach. It was at local events like this that Amara got her fisrt real chance for a better life, and that tradition continues as those who train hard and understand the forces of nature can win, regardless thier current social and financial status.
Many Thai and Farrang have won trophies at these WATH winsdsurfing events on the very same equipment that they are using to have fun with on the weekends.
These events are professionally organised by people with big hearts who care about local children and making Pattaya a more family friendly place. Entrants will come from aound Thailand and from Overseas also.
You do not have to be an expert to join, and racing is in fact a great way to improve your skills, everyone who turns up to have a go or to watch is greeted with a smile.

Sailing Instructions
1. General Rules
The event will be governed by the 2008/2012 International Sailing Federation Rules (including the Appendices), the Notice of Race and this sailing instruction. In the event of discrepancies, the sailing instructions will prevail .
2 Entries
Participants may enter by completing registration with the Windsurfing Association of Thailand or race office 3rd Friday,April 2009 before 12.00 pm ,For the sailors on Formula and Slalom class will be 4th Saturday, April 2009 before 12.00 pm.With free of charge for entry fee.
3. Liabilities
Participants shall take part in all races at their own risk. The organizing committee, the race committee officials and sponsors are not responsible for any damage, loss or injury, either ashore or on water, either to persons or equipment, which may result from participation in the event or after the event.
4. Equipment
1 It is the responsibility of each participant to ensure that his/her equipment conforms to class rules.Each competitor shall provide his/her own equipment, unless arrangements have been made with the organiser to charter equipment. Each competitor shall ensure that his or her equipment conforms to the relevant Class Rules.
For RS:X, all equipment shall comply with the current RS:X Class Rules. For Techno 293 Class, all equipment shall comply with the current Techno 293 Class Rules with maximum sail size of 7.8m2. For Mistral One Design, all equipment shall comply with the current International Mistral One Design Class Rules. For Formula, all equipment shall comply with the current IFWC Class Rules. For Slalom, all equipment shall comply with current PWA Racing Rules.Failure to do so may result in disqualification.

7. Notice to Participants
Notice to Participants will be posted on the official notice boards located at beach front of Surf Kitchen. Any change of schedule will be post on the notice board no later than 20.00 hr. on the day before it take effect.
8. Amendment to the Sailing Instruction
Any amendment to the sailing instruction will be posted 60 minute before taking effect, on the official notice board.
10. Racing Area
The racing area will be in front of Surf Kitchen at Jomtien Beach.
11. Minimum, Maximum Race
All class must be completed 3 races if more than 4 races will be discard 1 race, 7 race maximum for this event.
12. Course

13. The start
Slalom class shall be start seperate from Mistral(IMCO) and Formula Class .
Races will be started using Rule 26, with the warning signal 5 minute before the start.
The starting line will be between the ”Orange” Flag on the committee boat and Red buoy displayed orange flag for all classes.
Boards failing to start correctly within 4 minute after their starting signal will be score DNS( For Slalom boards within 2 minutes)
**13.5 All Sailor shall sign out at Beach Master tent and sign in within 60 minute after the
last sailor has arrived ashore. The sailor who doesn’t sign in and sign out shall
be 5 points for penalty to the final score of the day.
14. Signal
The signal for starting a race shall be as follows:
Warning signal 5 mins before start “Class” flag hoisted accompanied by one sound
signal
Preparatory Signal 4 mins before start “P” or “Black flag” hoisted,
accompanied by one sound signal
Round the end rule 1 mins before start “P”flag lowerd and hoisted “I” flag ,
accompanied by one sound signal
Starting signal 0 mins before start “I”flag and “Class” flag or “Black flag”lowerd
accompanied by one sound signal.
15. Recall
Individual recalls will be signaled in accordance with ISAF 29.1 (code flag “X”, will be flown for 4 minutes only). The race committee will show the overliner name on white board at committee boat.
16. The Finish
The finishing line will be between the mast that displays a “Blue” flag on the committee boat and a small orange buoy as described in the diagram.
17. Time Limit
The time limit will be 45 minutes for the leading sailboard in each class. Boards finishing more than 20 minutes after first participant in each class will be scored “did not finish” (DNF). The time limit for Slalom , any boards that cannot cross start line after start time 2 minutes will be scored “did not start”(DNS) ,and “did not finish”(DNF) if finish after the first boat 5 minutes .
18. Protest
A sailboard intending to protest because of an accident that occurs in the racing area shall inform the other sailboard by hailing “protest” at the first reasonable opportunity and shall inform the race committee as soon as reasonably possible after she finishes or retires. In all other cases, she shall inform the other sailboard as soon as reasonably possible in accordance with ISAF appendix B part 5 rule B5.Protest notices shall be posted within 30 minutes after the protest time limit to inform competitors where and when there is a hearing in which they are parties to a protest or are named witnesses. The protest time limit is 30 min after the last competitor in the last race finishes. A protest must be submitted in writing within the time limit.Re-open shall be submitted 20 minutes the decision by Jury. Decision of the protest committee shall be final and can be appeal.
19. Prizes
All classes must have at least 3 participants to be eligible for prizes.
20. Scoring and scheduled races
Scoring will be in accordance with ISAF Appendix A rule A2, the low point scoring system as follows.
21. Other Rules
The alternative penalty of 720 degrees turn, apply appendix 32.1, as modified by Appendix B, B4.3 will apply. All classes shall replace the penalty 720 degree turn to a 360 degree turn . Rule 43.1 (a) is modified to permit a competitor to wear a container for holding beverages. The container shall have a capacity of at least one litre and weigh no more than 1.5 kilograms when full.
22. Sail Number
Participants must carry a unique identification number as sail number on their sail.and must wear sponsor shirt during competition.
Participants shall inform the race score official, on-shore for any changes to their sail number prior to their race on a Request slip with valid reason. All unknown or conflicting sail number in any race shall score as DNF.
